REGULATION FOR STUDENTS
VIETNAM–NETHERLANDS MASTER OF DEVELOPMENT ECONOMICS (MDE)


The MDE
The Vietnam-Netherlands Masters in Development Economics (MDE) is a two year regular degree taught at the National Economics University (NEU), Hanoi. Graduates receive a degree signed by the Rectors of both the NEU and the Institute of Social Studies (ISS), The Hague, The Netherlands. The MDE curriculum focuses on applying economic theory to the policy challenges facing Vietnam. The degree, taught in English, includes both coursework and thesis components, and is Vietnam's leading economics degree. The MDE Program has achieved international standards in the teaching of economics.
Division responsible for the programme is the Center for Development Economics and Public Policies (Hereafter: The Center), National Economics University (hereafter, The University).

Admission
Eligibility for the Entrance Exam
o Applicants for the MDE program must possess a full-time university degree. Applicants with university degree in economic area must participate in supplementary courses, including Probability, Econometrics, Macro Economics, Micro Economics. These supplementary courses are organized by the Center. Applicants with university degree in other areas must take supplementary courses as required by the Ministry of Education and Training. These supplementary courses are organized annually by the Center.

Entrance Exam
Eligible applicants may take the entrance exam, organized annually by the Center. The Entrance exam consists of written exams on Economics, Econometrics. Applicants who pass the written exams will be ranked and selected for an Interview. The language of the exam is English.
Specific instructions and requirements on the entrance exam will be announced annually before the exam date.

Course requirements
The original curriculum of the MDE was developed with substantial input from the ISS. A revised curriculum is applied since 2009. The revised curriculum consists of three compulsory courses, six core and foundation courses, and 12 electives. Students must take the compulsory and core and foundation courses, and select 6 (six) elective courses. Students must pass all the compulsory, core courses and six elective courses in order to be eligible for thesis defense (See Annexfor details).
The following regulations are compulsory for all courses. Different courses may have extra requirements and policies.

o Attendance: To be eligible for taking the final exam, students must attend not less than 80% of the class time of the course.
o Academic dishonesty: Any form of academic dishonesty or cheating is strictly prohibited. Students who are found guilty of academic dishonesty will be penalized according to the Ministry of Education and Training Guidelines. Please refer to Academic Misconduct and Plagiarism for more details.
o Re-take exam: Students are entitled for one re-take exam, if they fail their final exam. Those who fail the re-take exam have to re-take the course and pay extra fee for the course. Students who re-take the exam will get maximum the pass mark (50%) for the course.
o Re-take courses: Students are entitled to re-take maximum 3 courses and have to pay extra fees for these courses. Those who have more than 3 re-take courses or who fail any re-take course will be terminated from the programme.
o Appeal procedure: Students can file a complaint if they find a course’s results unjust. The complaints will be handled according to the University’s guidelines within one month since the announcement of the course’s results.

Theses
Eligible for thesis research. To be eligible for thesis research, students must fulfill three requirements:
o Completed the required coursework
o Got research proposal approved by the ISS representative and the Center’s Director Board
o Satisfied the English requirement (a certified score of minimum 500 TOEFL-institutional or 5,5 IELTS)

Thesis requirements. All MDE students must complete a substantial thesis to receive the degree following the completion of coursework. Theses must demonstrate an understanding and application of economic theory. They are required to be about 50 pages in length. Students are guided in drafting research proposals, and receive supervision from one or two economists. Supervisors are usually academics and other experts, both Vietnamese and foreign, from universities, institutes, banks, ministries and international organizations. Examination of theses is rigorous, and includes a public oral defense.

During the thesis research, students have to follow the Center’s standard procedure that is published on the website and introduced in the programme.

Thesis defense. Students are entitled for thesis defense if they:
o got permission from the supervisors, and
o are not guilty of any form of penalty

Extension. Students are entitled for one year extension for completing their thesis research, starting from the first submission deadline. Those who cannot finish their theses within the extended dates will be terminated from the programme.

Study interruption and reservation of results
1. Students can temporarily stop their study and transfer their results to the next intake if they already make the first payment of tuition fee in full.
2. Students are entitled to temporarily stop their study in the following cases:
a) Are drafted to serve in military
b) Have sickness or accidents that require a long-term treatment
The stopping time for the above cases will not be counted in required study time.
3. Students return from stopping time must submit a letter of application at least one week the continuation of study

Academic misconduct and plagiarism
Students in MDE programme are expected to meet the highest standards of personal, ethical and moral conduct possible. Good conduct and academic honesty are fundamental to the mission of the Center as an institution devoted to the pursuit of excellence in scholarship and research, and to the service of the country and society. Students who are found guilty of misconduct will be punished based on the Center’s and University’s Guidelines.

The following are important examples of actions which could result in students being found guilty of academic misconduct:
Misconduct concerning examinations
• taking unauthorized materials into an examination;
• sharing notes and discussing between students in an examination;
• letting another student to copy answers in an examination;
• improperly getting prior knowledge of an examination paper and using that knowledge in the examination;
Misconduct concerning academic works
• failing to acknowledge the source of material used in an assignment;
• failing to use quoting marks when quoting;
• taking the work of others as one’s own work

Tuition Fee
o Students are obliged to pay tuition fees on time. Late payment will be penalized by 0.02% of the term’s fee per day.
o Students who owe tuition fees or penalties for one month or more will be terminated from the programme.
o In case a student is terminated from the programme, the paid tuition fees will not be refunded.
